We should have the policy of zero tolerance against plagiarism...

Plagiarism is an offense when you copy and not credit => that there is 0 understanding of the work !!!

In my opinion, both are fraud. If we are the student either to meet the success in the examinations our first and foremost duty is to sustain academic honesty. Plagiarism is also a malpractice in the examination because preparation of project or submission of the doctoral thesis to the university is a part of the examination and it should maintain originality as for as you are a student of the particular university.

Proper citations !!! Some don't do that , crux idea has to cited else I would think it is ethical plagiarism (double jeopardy )

well plagiarism is unethical, it is a piracy of a novel idea where credit may be awarded to the wrong person. It should be avoided at all cost and strict measure to combat it should be put in place for offenders.

Examination malpractice is a virus that cripples the advancement of a country where it is been practiced. it leads to mass inefficient, incapable graduates spread across several fields of the country. the penalty against it should be severe else it will destroy the country in a long run.

Plagiarism is an attitude of stealing another person's idea reasoning or work without proper reference. This attitude is not ethical in academic world.
