i think its high citation is related to the self citation(11), and there is few citation from the other researchers. but another parameter such as impact factor and journal quality also is important.

I hope all goes fine with you. Unless the publications are blowing into the same horn the indicated ResearchGate member should be a good researcher not only for 190 pub. but also 1865 Citation.

Yes the quality of journals is also important however we can find similar results (high self-citations) in WOS and Scopus for this member.
