What is the time sacle at which salt finger staircase forms? What are the parameters it depends?

Some of the temperature and salinity profiles from Bay of Bengal has salt fingering double diffusive conditions (Turner angle >> 70). However, there is no staircase structure we typically observe in polar waters.
