I am looking for simple drop casting of ZnO nano rods on FTO glass. But most of the time film gets peeled off after annealing while being used for further processes.
what is your annealing temperature?
You can try with PDMS, use PDMS as a matrix for your nanorods, and then spin coat it at FTO glass, I think it will work
PDMS : Curing agent should be 10:1 by weight

The adhesion can depend on different factors, quality and sizes of the ZnO nanorods, solvent and condition of the surface. You did not describe any. For example, if the nanorods are covered by stabilizing organics the latter can affect the adhesion and should be removed before preparation of the nanorods dispersion. Next important point is cleaning of the FTO glass. If this will not help try to add to this list a choice of a solvent, an adhesion promoter, etc.
Can you please indicate annealing temperature, time and atmosphere ?
