What is the reason to reject the research proposal that is made and presented by a junior officer?

Dear RG members

I want to present an experience from Pakistan like when a junior officer is made a research proposal and presented it to his senior officer. As a tradition, it is rejected by saying that this research is no more applicable here. Thanks for critics.

Good ideas for research can come from anyone who first thought about it. Junior or senior not important. If it is rejected for no good reason, then it is politics, like the senior feeling that his authority is eroded a bit. Instead of rejecting it the senior should adopt it and reward the junior for his ideas.

If you want to advance research for the benefit of the country and the people living there, it is advisable to encourage good ideas and projects no matter who proposed them.
