What is the reason of Auger Effect?

Can someone please justify Auger Effect ? I could not find a theory that explains the phenomenon. Any input will be appreciated.

my question is how is the energy transferred to the other electron. What force carrier is responsible for the energy transfer and why isn't a photon emitted??
