There is many criterion may be available in a good research like the addition in his line,finding a solution for public problem, good writing style, the use of trusted references in his publications.

There is generally no match between practically doing / field research and documenting research and presenting in an acceptable manner. Your work valued by your publication in good journals but if you done really novel research and presented in simple manner in medium journals too will give credits. Many times publication fee and English language may restrict even good work to publish in such journals. So your own concept , idea and work supported by good review of subject can only give quality.
The most important issue is the novelty of the work, solving some social or scientific problem, well written by attractive way, well illustration of the data, using update citation and references, ...etc.
Finally, you should highlights and announce the important issues in your work in your message to the editor.
