I have evidence that, too many global researchers belong to research secro-society. As they belong to this secret scientific community, they surreptitiously promote their colleague members and boost their common stance. It is not that they know publication guidelines and hence get acceptance through peer review. It is that, they are aware of covert publication guidelines, hence they have self confidence as they compose an article. Millions of researchers belong to this secret scientific community. I've been a reviewer for too many papers including (IEEE-TAES, AIAA-JGCD). In case of IEEE-TAES, some papers had nothing to do with a contribution, but to my consternation, they got accepted. Newcomer authors are to publish papers with a professor belonging to this secret community, if it is for first time publication. Globally, any professor, is accredited and filtered by such secret intelligence scientific community. Filtering, purgation of professors mean 'struggle to survive' in this community. Now after years and years, the scientific community is filtered in favor of masonic ideology. In Iran, the state where I live for example, there was a scientific coup (after a political revolution), named 'cultural revolution' or in Farsi 'enghelabe farhangi'. Thousands of professors expelled from Iranian universities at this stage, also too many students got expelled. Too many PhD students almost during the last decades got dead under mental pressure, because of not getting their dissertation published after years and years, as their mentors bilked them. Such scientific coups, secretly or openly happened in other parts of the world, too. Do not worry if you could not get published, cause it is not your own problem. It is because you are not a member of secret publication community or publication mafia. Worthy of note that, first publication with journals, is impossible for new authors who are not a member of the secret community, and the best option would be conference publication, but the point is that credible conference registration is usually not affordable for too many researchers. It means automatically, a secret scientific community or a scientific secro-society would thrive, and those not part of the propaganda, would go out of arena and get eliminated and obliviated after years. This is publication apartheid !.
What you have here is explosive information. Please give it more visibility. Ultimately anyone who wants to check what you claim will ask for evidence. So back your claims with adequate credible evidence.
I always knew there was this closed group network into which to enter was difficult, but I didn't know it was so pervasive & had a secret society.

To be more candid, this community is like the community of magicians whose population could not be estimated but could be hundreds of millions.
The secret community has three major conflicting rings. 1: American researchers: The American research community (those of high nonpublic reputation), who try to get and elicit and exploit knowledge from the second and third groups (as their scientific labor force through web; internet) and also they usually block intrusion into their (Americans) own research community by others. 2: Mainly European researchers. European researchers, by scarifying Asians and some other third-world countries , try to penetrate and infiltrate into the American research society, due to some empirical rivalry and some colonial motivations.
3: Mainly Asian researchers (Middle East and some other Asian countries as Iran, Turkey, India, Pakistan, Australia and ...). Many of this third tier researchers have direct links with European universities. Europeans, as citizens of the principal gateway to America, exert a surrogate supervision over the connections between Americans and Asians. The Europeans decide who should be showed off to the USA, by a major propaganda and campaign as Nobel-prize and too many such political (not scientific!) institutes and awards. The publication apartheid godfather is like always the united kingdom. How one can penetrate such communities if it exists?
This is a general rule, regardless of age (young or old researchers), the three-tier community, is tough to get penetrated. The general idea is summarized as: American native research secro-society is closed to alien researchers (particularly Asians). Americans exploit online research as labored by Asians. Moreover, Europeans are scientific slaves of Americans and in contrast to Asians, Europeans could physically link and connect with the Americans. The third-tier are Asians. The Asians are mostly to connect to Americans, or as you said penetrate American or European research communities, by being a proxy researcher for Europeans. But these days, the situation is getting better, but it might not be soon. With some changes of policy throughout the USA, direct linkages are being developed between the USA and some Asian countries as India, Pakistan, China and Australia, and...

This institute, is bravely and honorably trying to bypass European scientific checkpoint to the USA, but soon is going to get resisted and attempted to be discredited by a British ploy, and finally is getting a negative theme by the propaganda of British-sponsored agents.
The ISI (institute for scientific information) and other indexing fame, are all totally hoax and schemed to get scientific leverage in favor of the British-sponsored researchers. As long as a research journal paper, or a conference paper is indexed through Google search engine, it would get its online exposure through Google search engine, no need for any merit-evaluating committee to give further artificially boosted credit to the research papers. The ISI and all such institutes, are contrived and machinated to cast doubt on Google online automatic evaluation and give scientific leverage to Europeans and over the treetop the Britain. If you think and ponder more, you would figure out that, only assuming that a research paper is indexed by Google search engine, the main issue is resolved, as it would get processed in Google and get evaluated automatically by Google, no need for any third-party to give further credit and promotion to such research papers. Hence, it seems third parties as ISI and other counterparts, are not reasonably required, except for some covert motivations.
Let’s submit to WASET journals and some such rare other brave journals and institutes, to boost our (Asians) research stance against the Europeans and hence to destroy the notorious scientific European checkpoint.

If you go further to give solid proof, then there are too many agents like this girl (Avishag Gordon) to resist and fiercely divert the mainstream subject. I have so many solid proofs. Reza Ansari, a teacher in Gilan university department of mechanics, has developed a theory named Strain-gradient Elasticity. He uses gradient of strain or in other words, gradient-of-gradient to his contraption, already available as journal publication. However, whatever I think, I cannot find a meaning for 'gradient of gradient'. He has over 400 publications, too many of them without any contribution. I am a reviewer for several journals, but some of the papers report totally basically wrong ideas, but get published.
While some of them are too contributive, but even the reviewers accept, the editor rejects.
The books are also written usually by double authors. One of the authors is not a member of secro-society, and the other is, and has craved to join to author the book commonly for further intentions. The connection of authors, are also planned, as spy movies, where spies are usually inadvertently faced with other adversary spies.

1. Three months ago I submitted a paper to IEEE Trans. on Automatic Control, in three months the EIC sent me the reviewer's comments, which most of these comments support my paper and contains minor revisions, despite this, the EIC rejected my paper.
2. Last month I sent a paper on mobile robot path planning to IET / Control theory and applications. It was sent to reviewers as I tracked the status of my paper online. Then, after three weeks, the EIC sent me an email contains a rejection to my paper with the trivial excuse saying due to large number of submissions, my paper is far from the main topic of the journal. the questions is why you sent it to reviewing???

1. First time an editor said it is interesting but has some other problems and rejected the paper.
2. Second time another editor said it is out of scope and rejected.
3. Soon afterward, I saw a paper with almost the same topic of my paper was published there (so the problem was not scope!).
As I already discussed, it is all about the USA-European colonial rivalry, and we are left in the void, with editors saying sometimes:"it is out of scope" or "it is of low written quality" or the other similar quotes.
Do not bother yourself with getting published in journals. It is only an unending game filled with unremitting ploys, for us as real researchers, but full of joy for those making research publication a means of userping and grasping power (academic or political).

I should also add my experience in Iran research activities. As I've passed my total education in Iran research institutes, I always found myself alienated and in bizarre situation. I thought always to be someway different from the other students. Finally, I got to a conclusion: The main objective of Iran research activities is to train highly skilled scientific spy students, to penetrate into the USA scientific body, and grab the technologies. Some of them (the spy students) remain in Iran, but the network is globally active to communist ends. The independent and non-confidential students in Iran will be left unprotected and probably finally get expelled on baseless grounds.
Some students in this scientific spy network, are day and night thinking on how Google works?! Some others are day and night working to hack the USA infrastructures.
Because it has not yet been busted, I called it 'publication apartheid'. If it is a bit unraveled and recognized, it could be called 'publication mafia.'
The scientific secro-society, sanctions affiliation as an important research credit, but those with a credible affiliation, are selected through tough academic filtering process, and this process is where the crafty Britain usurps the opportunity, as it is like a poisonous snake under any rock.
