What is the minimum carbon content in steel for which martensite formation occurs?

Steel when quenched after heating and holding above A3 line, forms martensite. As this is a diffusionless transformation, I'm assuming formation of martensite is not related to carbon content. But I'm curious to know is there any threshold of carbon content below which martensite formation is seized?
