It depends on the required shape and size of the granules. You can easily press the powder and then break it into granules. For spherical shape, spray drying and tumble growth pelletizing could be options. Extrusion can be used for cylinder shape.
Please be aware that, whatever you do, a significant part of the porosity will be lost: either by pressing (some pores will collapse) or by using a binder (pores will be clogged).
For finer granules up to 500 micron, please convert your porous carbon material into slurry ( Organic solvent may be preferable). The slurry can be spray dried in closed loop spray drier in Nitrogen atmosphere to get granules. Optimisation of inlet temperature, outlet temperature, Pressure of nozzle and atmosphere will give you consistent result.
If you are looking for bigger size granules, please choose granulation process. Standard machines are available. Rotating disc at certain angles is basic design for same. Please add different binder system to get different green strength. Speed, angle and amount of binder addition mainly decides granule size. One can reach up to 6 mm easily by this process. In my practical experience in ceramic, up to 6 mm can be achieved.
