This Question may not be Technical but only technical people can answer this question properly, I guess!!
What is the meaning of Experience or to whom we should call Experienced Person. I have found two (possible) answers i,e one who has done a particular work repeatedly for long duration or the Person who has updated with latest technique and information about the particular work.

Experienced is someone that has actually done the work, typically for a long enough period that they could do it or show someone else how to do it. If you are technically up to date, you are informed, but not necessarily experienced.
If a person held an engineering position for a couple of years, handled many projects successfully and with competency, that would be experienced. Is someone reads a drivers manual, they are not experienced until they drive for months/years under a variety of conditions and could safely drive in vehicles.
Please,read the first chapter of this wonderful book by Giorgio Agamben.

Experience is the knowledge of the insider. It is the concept of knowledge, skill or observation, but in a deep, spontaneous, instinctive manner, a person usually acquires experience by participating in a particular action or event, and the repetition of this work or event often deepens this experience and gives it greater depth and spontaneity.
