1- What is the effect of a continues vibrated mat foundations on new/fresh concrete columns and walls if the vibration speed of the foundations 1-3 mm/s.
2- What are the design requirements for the walls and columns in this situation regarding the concrete strength and applied forces?
3- May the concrete accelerator help to get the concrete strength and avoiding the concrete segregation or bleeding the water from mixture?

First of all, why your mat foundation vibrates continuously ? What type of structure is that ? Also, I want to ask: Does the vibration will stop before the new/fresh concrete columns and walls get hardening or after that ? Or will not stop at all ?
You know access vibration will cause segregation to fresh concrete.
I suggest to use precast RC columns and walls or steel one.
Did the vibration start after putting the concrete ? !!

There is no worry for your concrete under vibration (1-3 mm/s). Vibration limit (by blast induced) for green concrete (fresh) is 6 mm/s for 4 to 24 hr age. Before and after that time life of the concrete vibration limit exceeds to 25 mm/s. You can find the information in the book of drilling and blasting of rocks by Lopez Jimeno and his colleagues (page 360).
