I believe both are the same.

Once a user requests for a resource, the cloud service provider (CSP) must allocate the resources to the users. In other words, there must be a mechanism to provision the resources to the users.

Yes, they are the same. And you should be consistent in your work/slide etc.

I mean once you use resource allocation, you must use it till the end and better not to keep jumping between them. That might give some confusion

The resource allocation is the process of arrangement/reservation which establishes the amount of resources for the use of a consumer.

The resource provision is the process of activating a bundle of amounts allocated to allow the consumer's workload.
