Three basic methods you can try for parameter normalization are:

Min-Max normalization
Mean-Standard Deviation normalization
Standardization

Perhaps, making three versions of parameters (normalized via aforementioned techniques) and then using in intended method (i.e. machine learning, deep learning etc) and comparing results will be the most concrete albeit slow process.
