The congenitally deaf have poor language skills and reading ability due to auditory deprivation. This is crucial to academic attainment. Deafness is not due to any brain abnormality, hence the normal non-verbal IQ. See:

The book is a compilation of studies on deaf people, which concludes that cultural deprivation due to deafness lowers verbal IQ but not nonverbal IQ. Braden sought to prove Arthur Jensen wrong about his conclusions on the genetic component in racial differences in IQ. At the end, his research culminated in a trauma well known to scientific history, namely, his perfectly good theory was ruined by his data. Being born deaf does not affect g. And genetic theories are the most powerful arguments to account for the pattern of the data."

This is not new work (1966!) -- but it is uniquely insightful and helpful.
You can also use assistive technology for assessing their knowledge of subjects, which put them on par with the other students in the class, who use digital technology to do everything.

Autistic persons have language and communication problems, but have special skills in use of computers. Is this the same for the deaf, or are they handicapped by their low verbal IQs?
They can be asked to solve complex problems in their local communities by partnering with them so they can see the benefit of their giftedness
