for simulating Wireless Sensor Nework (outdoor, environmental, energy efficient) while taking power models, topology design and localization in consideration?
I would recommend NetSim IOT/WSN library. It has RF propagation models (outdoor, indoor etc), power models, topology design and localization options.

NS3 is an extension of NS2
NS-3 has much lesser number of inbuilt protocols/models compared to NS2. So you would need to code from scratch
