What is the best DNA delivery system for plasmid DNA, for SARS-CoV-2 spike gene for in vivo animal study ?

in order to introduce DNA in vivo to an animal, there are many delivery systems that enhance the transfection process, i need to know which delivery system is better? is it using polymers like PEI or chitosan or what?
