Risk is a condition of the environment in which human action takes place. Nothing to do with probability.

I think that we need to develop a concept of risk analogous to the concept of gravity. Gravity is a condition of the environment, known by its effect expressed in two ways: (1) kinematical: the rate of change of the velocity of a body: (dv/dt), in SI units meter per second per second, and (2) dynamical: the force per unit mass needed to change the speed of a body (dv/dt = F/m), in SI units Newtons per kilogram.
