All SCI index journals are in Web of Science but all Scopus index Journal may be may not be SCI. Publishing publication in Web of Science index Journal is best
Formerly it was just SCI but now it is SCIE (Science Citation Index Expanded) which is core collection of Clarivate (formerly Web of Science). All SCIE indexed journals are UGC approved journals (included UGC-CARE List Group II) as mentioned on its website https://ugccare.unipune.ac.in/Apps1/User/WebA/CAREList.
Journals included in SCIE are assigned with Impact Factor whereas Journals indexed in SCOPUS are assigned cite score. Impact factor is classically considered as a mark of prestige for journal.
A journal could be indexed in both SCIE and SCOPUS. Scopus indexed journals are also included in list of UGC approved journals (included UGC-CARE List Group II) as mentioned on its website.
Considering UGC approval SCIE and SCOPUS have same weightage but SCIE can be considered preferable. You must also check the current indexing information of respective journal on SCIE/SCOPUS before publication.
If you're primarily interested in specific scientific disciplines, the SCI or Web of Science might be more suitable. If you're looking for broader coverage across various fields, Scopus might be preferred.
