I believe there is no simple answer to your question.
To be honest, as long as I like using RG, and I have learnt from it, I think that questions being asked without prior literature search and proper description are useless. CPE and IS always highly depend on the system studied. I worked with several great IS scientists, but their main answer was always maybe it is that or that, many details are always needed.
I can only recommend books and a proper literature study on IS.

Well said, Sebastian. as Sebastian suggested, defining CPE is quite difficult because it has a lot of theoretical concepts which related to the capacitance behavior involved in EIS.
My surface level understanding about Q (CPE) is an equivalent circuit element (physical model) which is frequently used to fit your typical Nyquist plot which appears as an imperfect semicircle,(kind of overlapped circles/merged) ie., you have imperfect charge transfer. By using R/Q combination instead of R/C, you would be able to fit your data exactly (or max). But I would recommend you to refer the modeling principles and its significance with electrochemical systems.
