Tenure rights was the biggest roadblock in accessing sanitation facilities for most informal settlements in urban areas of India. After the enthusiastic implementation of SBM (urban) and claims of improving access to toilets in various parts of India, can the government ignore the land tenure issues of these settlements?
This certainly needs to be addressed as a priority. The issue is pending for so long, and only at election time promises are made and forgotten as soon as the polling is over.
In a short period, sanitation is important.
But in a longer time period, the secure tenure system will protect all parties from uncertainty.
I do not the real situation in this country. At some point the decision had to be made to put order in informal situations so that they are within the formal levels of government assistance. The problem is the political price of support or rejection of this type of measure. Good intention is not enough.
