It all depends on the parties involved. If we are talking about a nation like Nigeria making such a choice, we should then be prepared to give due considerations to socio-economical and sensitive environment factors for a cost effective, profit-oriented but efficient services delivery, quality of regulatory, monitory, and supervisory structure on ground, state of corruption in the system which is widespread to various ministries and agencies etc.
However, at the organizational level, emphasis is often based, on, first, the nature and state of the host business environment (whether a country, state, community/town, or even a local government area) which on its own accommodates so many key players and issues whose presence or activities readily constitute the factors obtainable within the business environment. Of course, the customers/consumers, entrepreneurs, SMEs and large business owners, financial institutions and other lenders, relevant but recognized regulatory agencies of the government etc, have major stakes in this environment. Other factors such as costs versus benefits derivable if a given IT Architecture is to be chosen (in this hard times that even the big names in industries are going down), ethnicity/tribal-cultural belief (this often influences the attitude of people in a given area positively or negatively to new products and services evolving as a result of organisation's choice of such IT Architecture, thus affecting her future prospects and performance), prevalence of undue political influence, and for sure, the level of decadence in the system- corruption wise (the telecommunication industries in Nigeria are already victims of this, with billions of naira lost every blessed day to common but hungry Nigerians striving for survival) equally need such sensitive consideration.
