I am reading this article by a researcher who is using the term 'pooled cross sectional regression' again and again. I am confused. I know that when we have panel data we can either run a fixed effects regression or random effects regression or pooled ols. Which one is this researcher refering to ? I dont know... Does pooled cross sectional regression simply mean pooled OLS ?

I have attached the article. I have highlighted it on page 313 of the article so that you don’t have to read the whole article. Can you figure out which kind of panel data regression he is using?
Moreover , does ‘power of tests’ mean 'the value of t statisitics'? I mean if a researcher says that Model A has a higher power of test as compared to Model B. does that mean that the t statistics of the particluar variable is greater in model A as compared to model B?
