In light of COVID-19 pandemic, in Brazil the Urban and Rural are suffering with the different actors to overcome this crisis and enhance post-crisis recovery actions due to a conflict of national government and local authorities. The focus of assistances are concentrated in the Urban areas and the rural hubs need more and more assistances. It is huge debate of "stay home" or re-open the city due to economic reasons, in the urban centres or rural hubs. Both areas are requiring assistance.
The chances of spreading disease is less in rural area., but the treatement is more effective in urban areas.
@Muhammed Ashraful Alam,In the case of Bangladesh there are a lot of disparities between urban and rural areas in terms of COVID-19. For example, in rural areas you don't have any selective hospital or centre where you can go for a test of Corona virus.Additionally,the administrative section regarding Corona virus is much more regulable in urban areas where in rural areas there is less emphasis on utilizing the administrative access for stopping the spread of Corona virus. And, It is also noticed that a self-created dogma is emerged among the people of rural areas.They habitually make a belief that in village areas there are less chances to have been affected by Corona virus.
The population living in urban areas are always involved in constant contact due to work and even attaining services especially groceries, this brings the disparity with rural areas where work may not mean coming into contact with people especially customers. The disparity in COVID-19 arises from nature of activities that are necessary for normal life.
Realmente esa ha sido una de las fallas, la focalizacion de los casos se da en el área rural, el personal de salud conoce sus sectores, identificando casos, cercándolos, dándoles tratamiento, sus víveres y conociendo sus contactos, se ha podido evitar que lleguen a los hospitales. Muchos centros y postas de salud se les ha obviado, no se les ha dado indumentaria para protegerse y tampoco se coloco mas personal. Ese es el resultado.

Conflicting interests of central governements and rural/local authorities might be a reason for disparity: If you look at "non-centralised" states as Switzerland (26 cantons with local governments) or/and Germany (17 federal states with local governements), the differences in health care supply is not as remarkable as in "centralised" states, where the focus is more on the metropolicy or the big cities. In addition, in Switzerland and Germany, the political responsibility for provision of health care (hospital treatment) is with these local governements.
Urban populations are always going to be at greater risk. The fact that the population is physically closer and interacts more creates a breeding ground for the virus. This can tend to make authorities home in on these areas in order to control a fire like spread of the virus. However, this can lead to rural communities once hit with the virus slow to respond because the ability for the recognition its a community problem and not a individual one takes longer to filter through. A bit like lots of little fires spread over a greater distance. The urban spread has multiple fire fighting facilities while the rural has one fire engine running around trying to put them out.
There is obvious rural-urban disparity in health care facility in connection with Covid-19 treatment as found in most of the counties. But rural areas are found to develope a better way of social management to deal with the outbreak as found in India, for example. People in rural areas are making themselves isolated by limiting their exposure to outside and by restricting entry of the outsiders.
