My opinion is that an ICT application supporting rural development and local businesses should be a priority.
The ability of the farmer to communicate back to the administrators regarding the issues related to crop disease, pests, fertilizers or other local problems using media like sms, phone call, web so that timely preventive action can be taken. (for developing countries)

I like your scheme; I would add the selling of the products. In our country is very difficult for the farmers, to sell their production at a fair price, there a lot of intermediaries. The primary processing and the secondary processing of farm products is undeveloped.
Sir, there should be a two way communication between the farmers and the administrators and only ICT can provide a solution. To be more specific crowd-sourced platform is needed with the help of which information can be sent by the farmer in the form of SMS, Email, Phone call, websites. All the data should be collected on a common platform, spatial/non spatial analysis should be done and appropriate action should be taken. ( Ushahidi is one such open source platform with the help of which crowdsource website can be created)
