Interesting question. Accreditation of nursing homes in Australian largely focus on "paper-recorded" process issues - a lot of  meaningless stuff is recorded for the sake of it but hugely detracts spending time with residents. Process has a poor correlation to quality of care.

Looks there is scope to explore this further from a practitioner and patient perspective.

Quality of care should be measured by carer expertise incl. staff matching and training as well as number of quality time hours spent with residents, ie current staff ratios will need to change and this is going to cost the government a lot of money.

You may also look at anxiety meds ratio/usage as an indicator, which would show up facilities using meds for dementia elders rather than staff training and time.
