There are many tools like Peabody Individual Achievement Test, Wechsler Individual Achievement Test, Woodcock Johnson Psychoeducational Battery to assess the school performance in children. However, none of these tests have normative data on Indian children. Hence, I am looking for a tool useful in a Indian setting.

I want to check the overall school performance of children and and not restrict to particular subjects. The children I want to assess are non-English speaking community.
I am not planning to assess all the subjects. As you mentioned, I am looking at a school that assess's current learning levels. These children are living in rural areas of India and Tamil is their native language. The language of instruction in their schools is also Tamil. Hence I am not able to use standardized tools as they would be culturally inappropriate. Moreover, since these children are not native English speakers, administration of any standard tool seems inapplicable and would be underestimation of their ability.
Can you suggest any tool which I can use? I am planning to translate it in Tamil language if feasible.
