Discussing the education of youth and adults goes through issues of economic and social structure. Teaching approaches to this modality require the subject teacher integration skills among the student subjects. It needs to understand the subject with his daily learning (Paulo Freire) so that he can enjoy what the student already knows. What teachers can do is to perceive organizational cultures as allies in understanding the space experienced by all educational actors.

I think education and motivation are two different approaches, and I question whether education is a primary solution. We seem to approach preparedness as a knowledge deficit rather than a combination of risk perception, prioritization, and resources. I'm sure that we could improve people's knowledge, but in a few decades of emergency management, response, and public safety education, it seems that even directly applicable hazard or consequence education is rarely likely to generate action unless the recipient was motivated already (this does not include emergency training, e.g., CPR or first aid, where knowledge/skill deficit clearly is the issue). Taking it a step farther, not much in emergency preparedness is evidence-based. We have solid bases for hazards and human behavior, but most preparedness steps other than direct rescue/medical emergencies are based more on tradition, lore, guesses, or the dreaded "common sense." I don't know the outcomes in Europe, but it's still human behavior. After decades of trying to prepare the public the needle hasn't appreciably moved.

Besides a disaster itself? Nothing educates adults about disasters like the experience of a disaster. Sad to say...and that fades with time. Disaster exercises and drills are also very effective. Disasters require action and the more people know what to do the better.

This is a big subject so I suggest first being clear on what you would like to prepare/educate adults for. Is it to be prepared for a flood or evacuation? Are there any government, insurance, or commercial education plans in place?

I live in a largely agricultural province in Canada and it seems that we are always at risk of flooding. Winter snow storms can also shut the cities down. Citizens are encouraged to have a safety kit that provides 24 hours of food, water and medication and to have an emergency response plan in place.
