A lecturer at the university has an obligation to teach students of undergraduate programs, masters and Ph.D. However, he also has an obligation to contribute to the development of science. What criteria should we use to measure the success of a lecturer?

Student evaluations and peer reviews are used for teaching. It is not only the number of publications or presentations, but where you publish and what you publish that counts (book vs. encyclopedia entry, peer reviewed article vs edited article, etc.). Service work is somewhat weighted as well (department committees count less than college committees which count less than university or faculty senate committees, advising student groups counts heavily)
