The seriousness of the explosion was downplayed. Regarding the solution,I think all engineers should be educated about process safety and potential hazards at both low and high levels than can happen within the plant.
With that engineers will know what to do during emergency.
They should also establish safety protocols for each hazard level, including the implementation of protective measures like inerting and sensors.
Companies should also endeavor to be transparent with the government. With that, the government will be able to act accordingly when there’s an explosion that can’t be mamaged.

It is not a college assignment. I am conducting a study to Enhance Risk Communication in Nuclear Decommissioning and Nuclear Emergency Planning.
There is a lot of documentation out there on those two accidentts, I would suggest adding TMI and also the plant similar to Fukishima that AVOIDED the same fate.
