a consumer consider an agricultural load having a lowest tariff shall generate power using renewable energy resources and uses it for his own purpose and stores it but the storage device must not be overcharged hence the consumer sells the power to the distribution. condition for buying the power is price of the consumers generation must not exceed the price of the power bought by the distribution company. this power shall be sold by the DISCOM to a consumer with higher tariff. this will decrease the burden of the GENCOs
please give the pros and cons in doing this type of distribution and recommend any modification to it?
In my opinion, consumer should generate renewable energy by own using roof top solar etc. and store the power remaining after his consumption. store power can be transfer to his neighbor and low charge can be taken from them for this supply. when this followed and become a chain process then a village can easily be electrified without any supply be GENCOs. This will more helpful then the other way.

Technically, challenges may be summarized by the seamless integration of such small units to the system. Economically, economic dispatch is a common practice where it may not result in the guarantee you are mentioning.
This question demonstrates the value of a real time market, where for each small period of time there is a price that is differentiated by location. Storing electricity makes sense only if the current price is much lower than the anticipated price for when you expect to take electricity out of storage. After all, you have to pay for the equipment you use to store the electricity and there are losses in the act of storage. In the U.S., a substantial value of solar is that it is available in the middle of the day when demands are high, as is the price of electricity on the real time market. However, California is anticipating the day when there is a mid-day trough created by massive amounts of solar. In that situation, the value of solar will be very low and storage would make sense, which has been recognized by the California legislature. At the outset idea will look attractive and lucrative. But practical problems in interconnecting numerous number small renewable energy units such as the one proposed discourages such a concept. Already Government of India introduced the scheme of 100 kva solar units being intrconnected to the grid with the same understanding regarding transfer of power. But system requirment demanded a generator of equal capacity to be available always on grid. Hybrid proposal of wind and solar did not come out to be worksble as I understand.

Interesting complaint about India. It is one of the few locations that cashes out imbalances on a uniform basis throughout the country with its UI pricing. My complaint about UI pricing has been that the pricing vector does not allow the price to get extremely high during shortages or extremely low (i.e., negative) during surpluses. Under "ideal" situations, the average settlement price across all periods should be sufficient to incent new generation to be built.
