Cash based interventions have been implemented successfully in areas of food, noon-food items and shelters. The interventions have shifted the decision making from the humanitarian agencies to the beneficiaries. For instance refugees or displaced persons are able to decide on the kind and proportions of food they buy as opposed to receiving periodic food rations. However in most settlements water supply is still entirely handled by humanitarian actors denying beneficiaries the freedom to choose when to use the water and how much they can use per day.
