Dear Sir, I feel it is a must as from elementary level,  children should get exposed to computers with the least of knowledge to know details of basic computer knowledge. Well I have seen children so good with smart phones navigating to you tube to watch cartoon and rhymes. I also should say that computers will rule a lot in future educational system. Thanks.

The fact that children need basic computer knowledge is quite different from computer science. Do you mean to include Information Communication Technology (ICT) or information literacy under Computer Science? CS can be a tool to teach analytical thinking, but not all students are going to go on into further programming in their lives. A basic programming course or even something that offers analytical thinking about data could be helpful to all students. But making a Computer Science course mandatory would not help a large portion of students. Something like that should be an elective.

Again, it depends on how you plan on defining "Computer Science".

Clarification

Although computer literacy is important and serves to expose students to knowledge, and allows them access to data bases and learning techniques, over the years computer literacy has been shown to have little effect on thinking processes. Thus the question is whether students should be taught Computer Science as a mandatory core subject with an emphasis on computational thinking which includes the famliarization of students with algorithms and other suitable cognitive constructs  so as to enhance and sharpen their analytic thinking processes.

Many thanks to Jesus Moeno-Leon for the elaboration regarding the initiative of k12cs.org regarding the essential elements of a coherent and updated CS curriculum. 

It is obvious that issues related to thinking processes are includes in the suggestion, indicating that the CS curriculum is perceived as platform for the enhancement of students cognitive processes.

How about going back to teaching reading, writing and arithmetic?  Putting computer science into the K-12 curricula is like putting nuclear physics or quantum mechanics into those grades.  Of course teaching programming will improve cognition but to do so effectively you need a teacher who can program and if you can program you wouldn't be a K-12 teacher.

Teaching basic computer skills can start at kindergarten and often do at home! So including them in primary school must be as important as teaching reading, writing and arithmetic, because we are talking about computer literacy. Many schools are now adopting a 1 -1 program, were every student will have a computer.
