Seeing that we are in 4IR era, I am trying to come up with a PHD topic "Implementation of Industry 4.0 in Higher Education(HE)" to prepare HE for this era. However, insufficient publication in the field is making it difficult. I am basic a bit confuse on how I should go about on the methodological part. i.e. "who" should be sample?
However, I am open to other topics on the field.

Perhaps your problems of finding materials and angles on this matter is a question of search words and ways of approaching the subject. A university does not consider itself as an industry, although a lot has the industrial organisation, as educational organisation.
If you istead think of and search for AI in higher education and and as an example adaptive learning, you may easier have something to start with.

Good question - my own background is product/industrial design and industry 4.0 is having a huge influence on our field, especially since we're at the intersection of design, manufacturing and consumers. It sounds like you might be wanting to ask/sample professors, deans, and policy makers in higher education.

I think firstly understanding what/which technologies are driving 4IR will clear out some confusion. Following this, I'd advise that you look at how other people (researchers) have employed some of these technologies in the space of Higher Education (HE) and what problem(s) were they trying to solve. From this, I believe you'll be able to identify a gap in the "implementation of 4IR" in HE space.
On the other side, other studies have been looking at the adaptation of HE in the 4IR world. If this is the way you wish to go please read the book which I've attached. Topic Suggestion: Assessing the readiness of Higher Education Institutions in Southern Africa in succeeding in the era of 4IR.
Of course, here there are a number of elements that you may want to look at if you wish to assess the readiness for instance.
