I would like to add considerations on the following topic to the above discussion:

The above discussion inspired me to formulate the following question:

Is it necessary to increase pro-ecological international cooperation?

Based on the above considerations and conclusions from the discussion on interesting issues discussed, I formulated the following thesis that it is necessary to increase pro-ecological international cooperation, because only some countries declare an increase in expenditure on the development and implementation of ecological innovations in the energy sector, significant development of energy based on renewable energy sources, carrying out ecological reforms, increasing spending on these purposes and eliminating CO2 emissions by 2050, and significantly reducing greenhouse gas emissions by 2030.

Below I have described the key determinants confirming the formulated research thesis. To the above discussion I would like to add the following conclusion formulated as a summary of my previous considerations on this topic: determinants of the development of pro-ecological international cooperation in order for all countries of the world to accept the implementation of pro-ecological reform programs, including increased expenditure on the development and implementation of ecological innovations in the energy sector, significant development of energy-based on renewable energy sources, eliminating CO2 emissions by 2050 and significantly reducing greenhouse gas emissions by 2030.

More and more research centers operating in different countries and studying climate change report that the progressing greenhouse effect on Earth is already a fact. Therefore, the risk of emerging more and more often and more dramatic climate disasters increases. Man has less and less time to counteract these negative processes.

According to the published and presented results of climatologists' research during the recent UN Climate Summits and Conferences on the problem of the progressing global warming process, if by 2030 at the latest the world does not globally convert classic energy based on burning minerals to renewable energy sources and motorization to electromobility and there will be no proper improvement of segregation by the end of the 21st century, the average temperature at the Earth's surface will increase globally by 3-4 degrees C and the scale of climatic disasters and weather anomalies will increase many times compared to the current state.

It is necessary to change the development strategy based on intensifying the exploitation of the Earth's resources into a sustainable development strategy. It is necessary to develop new renewable energy technologies to slow down the progressive greenhouse effect of the Earth, to reduce the risk of emerging dramatic natural disasters. It is necessary to develop eco-innovations while it may not be too late. It is necessary to save the Earth from destruction for future generations.

In connection with the above, one of the most important challenges for humanity in the 21st century is the protection of the Earth's biosphere and natural biodiversity. Biodiversity of the Earth's biosphere is therefore very important, because if we don't take care of it, we can soon destroy civilization. Maintaining the biodiversity of the Earth's biosphere is a key challenge for humanity in the 21st century. If humanity does not protect biodiversity from negative factors of civilization development, the deepening imbalance in nature will lead to exceeding the critical point of this imbalance, after which it will no longer be possible to return to balance and the destruction of many life forms, including people, may be inevitable already XXII century. Exceeding this critical point of equilibrium in nature may appear in a dozen or so years if the acceleration rate of the global warming process is still as fast as in recent years. so there is not much time left for humanity to realize how important it is to protect the biodiversity of the Earth's biosphere and how quickly the necessary ecological reforms should be carried out.

The strong increase in the scale of forest fires in various climate zones of the planet Earth recorded in 2019 is a serious warning signal for humanity. It is a kind of SOS signal sent by the Earth's nature towards man, that the development of civilization with the negative effects of this development is approaching the critical point of imbalance in nature. After crossing this critical point, it will no longer be possible to stop the global warming process that is accelerating and the destruction of most of the Earth's biosphere at the end of the 21st century will become a reality. Time is running out. In this connection, the key question arises: what should a man do regarding the implementation of the principles of sustainable ecological development in the coming years? How to protect the Earth's biosphere, natural biodiversity and thus also humanity against destruction, against climate armageddon at the end of the 21st century? The next several years is the last moment to carry out the necessary ecological reforms to avoid a chain reaction of increasing climatic disasters and limit the scale of environmental pollution and protect most of the remaining biosphere, biodiversity from irreversible degradation. Therefore, humanity should reduce greenhouse gas emissions as soon as possible, develop energy based on renewable energy sources, electromobility, organic farming, sorting garbage, recycling, etc. It is necessary to implement the principles of sustainable ecological development as soon as possible in accordance with the green economy philosophy and ecological financing reforms from green finance sources. Time is short. It is not certain that humanity will completely reduce its greenhouse gas emissions to zero by 2050. It is also not certain that if humanity succeeds, the global warming process will cease to deepen. However, implementing the principles of sustainable pro-ecological development is a necessity and the biggest challenge in the 21st century.

Many companies in commercial sectors are not interested in implementing sustainable development principles due to the additional costs they would have to bear. Without state aid, without an appropriate economic policy taking into account the principles of sustainable development, without normative regulations that would force commercial enterprises to implement the principles of sustainable development, the process of developing pro-ecological reforms will be carried out slowly, too slowly. And yet the global warming process is progressing faster and faster, humanity has less and less time to implement the necessary pro-ecological reforms, primarily reducing greenhouse gas emissions, improving waste segregation and recycling, developing energy based on renewable energy sources, replacing plastic with biodegradable materials, and developing electromobility , protecting the biodiversity of natural, natural ecosystems, etc.

Due to the fact that many enterprises in commercial sectors are not interested in implementing the principles of sustainable development, the role of universities and scientific institutes is crucial in this matter. Only these centers are currently key promoters of the need to implement sustainable development principles. Researchers should promote the introduction of necessary pro-ecological reforms in available forms and the media, thanks to which it will be possible to implement sustainable economic development based on the concept of green economy in the economies of individual countries. This is one of the most important global problems of the 21st century.

In addition to universities and research institutes, more and more non-governmental organizations, organizations created from the bottom by communities inform about the need to implement the principles of sustainable development, the need to develop ecological innovations, implementation of pro-ecological reforms, etc. In this way, more and more problems of ecology appear in discussions not only in scientific circles but also in politics. In many countries, Green Party political organizations are gaining an increasing number of seats in parliaments in various countries. The problems of ecology are increasingly being discussed internationally at international scientific conferences and UN climate summits.

Legal norms are introduced in the European Union, which force individual countries to introduce pro-ecological reforms, e.g. in the energy sector and packaging production, in electromobility, etc. Such problems can be solved by international cooperation. This international cooperation should develop not only in Europe but on a global scale, because the global warming process applies to the entire globe. In recent years, also some financial institutions, such as the World Bank, have been allocating increasing amounts of money to ecological investments.

More and more institutions are becoming propagators of the necessary introduction of the principles of sustainable development, however, the scale of actions implemented in order to promote sustainable ecological development is still too small.

Every now and then conferences and climate summits take place in various countries around the world. In principle, everyone agrees on the importance of implementing the necessary ecological reforms in economic processes. In addition to representatives of energy extracting companies for the needs of traditional energy industry consisting in the burning of minerals and these traditional power plants, probably everyone agrees that in order to slow down unfavorable for the natural environment, for life on Earth, progressing global warming processes should be implemented as soon as possible pro-ecological reforms, in especially on a larger scale to develop renewable energy sources. In addition, pro-ecological innovations on an industrial scale should be implemented as soon as possible.

Recently, this type of climate summit took place in Katowice, Poland. It was the UN climate summit, i.e. COP (Conference of the Parties) regarding climate policy on Earth. UN climate peaks, i.e. COP (Conference of the Parties) are global conferences during which climate policy activities are negotiated. Poland hosted them twice - in 2008 in Poznań and in 2013 in Warsaw. In December 2018, the climate summit is now taking place in Katowice, Poland for the first time. During this summit, conferences were held, discussions are held on the need to develop a sustainable development policy and the need for the development of ecological, renewable energy sources in order to generate future reductions in greenhouse gas emissions and ultimately limit the rise in average annual temperature on the Earth's surface.

The discussions show that it is necessary to develop ecological innovations, new pro-ecological energy sources, and the development of electromobility of means of transport. The development and implementation on a massive scale of renewable energy sources is essential. In addition, it is important to increase the scale of afforestation, because forests and the flora they contain absorb a large proportion of greenhouse gas emissions. As part of the aforementioned UN Climate Summit of December 2018, the following were held: the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP24), the 14th Meeting of the Parties to the Kyoto Protocol (CMP 14) and the Conference of the Signatories of the Paris Agreement (CMA 1). About 20,000 people from 190 countries participated in the event, including politicians, representatives of non-governmental organizations as well as scientific and business circles.

The lectures given during the summit mentioned above show that in recent years the process of global warming has significantly accelerated, and therefore in the black scenario of future climate changes the temperature on the Earth's surface may rise by 4 ° C by the end of the 21st century. Should this happen, then the scale of dangerous natural disasters will increase many times, including drought, floods, fires and weather anomalies in many places on the globe. The problem is very serious globally and therefore a lot depends on whether international cooperation will develop in order to solve these problems and reduce their negative effects.

In view of the above, it is necessary to change the development strategy based on intensifying the exploitation of Earth's resources into a strategy of sustainable development. It is necessary to develop new renewable energy technologies to slow down the progressive greenhouse effect of the Earth, to reduce the risk of emerging dramatic natural disasters. It is necessary to develop eco-innovations while it may not be too late. It is necessary to save the Earth from destruction for future generations.

The 21st century is the last moment to introduce global sustainable development based on the development of renewable energy and ecological innovations. Sustainable development should be analyzed and measured in correlation with the analysis of economic growth and the participation of individual sectors in the country's economic development, including the transformation of traditional energy sources into renewable energy, environmental reclamation and recovery of recyclable materials, and the creation of ecological innovations.

Unfortunately, probably the only main positive effect of these conferences and climate summits is the promotion in the media of the need for these pro-ecological reforms. On the other hand, the scale of actions undertaken in this direction, the scale of growth in expenditure supported by subsidies from state budgets for the development of energy based on renewable energy sources, the development of electromobility, improvement of waste sorting and recycling processes is still small in relation to the needs.

More and more institutions promoting the principles of sustainable pro-ecological economic development are operating nationally. Development of international cooperation in order to better and more effectively integrate political, business and social activities in the scope of implementation of the principles of sustainable proecological economic development, dissemination of the green ecology philosophy, introduction of ecological innovations, including reforming the energy sector and development of renewable energy sources, development of electromobility, improvement of waste segregation, the development of recycling is insufficient, it is too small.

In order for international institutions operating in the field of promoting the principles of ecology, sustainable development, biodiversity protection, etc. to effectively achieve their goals, it is necessary to develop international cooperation. Development of international cooperation in order to better and more effectively integrate political, business and social activities in the scope of implementation of the principles of sustainable proecological economic development, dissemination of the green ecology philosophy, introduction of ecological innovations, including reforming the energy sector and development of renewable energy sources, development of electromobility, improvement of waste segregation, the development of recycling is insufficient, it is too small.

Internationally operating ecological NGOs and social organizations promote the principles of ecology, sustainable development, biodiversity protection by actively participating in international scientific conferences, symposia, UN summits, etc. But do they work effectively? Unfortunately, no, because during Conferences and Symposia, UN Climate Summits, etc. only some countries declare increased expenditure on developing and implementing eco-innovation in energy, significantly developing energy based on renewable energy sources, carrying out pro-ecological reforms, increasing expenditure on these goals and eliminating emissions CO2 by 2050 and a significant reduction in greenhouse gas emissions by 2030. Apparently, the lobby of the mining industry for energy minerals (oil, hard coal and lignite, etc.) is still the strongest in politics and blocking necessary pro-ecological reforms in the energy sector.

In accordance with the above, in my opinion, it is necessary to increase pro-ecological international cooperation, because only some countries declare increased expenditure on developing and implementing eco-innovation in energy, significant development of energy based on renewable energy sources, carrying out pro-ecological reforms, increasing expenditure for these purposes and eliminating CO2 emissions by 2050 and a significant reduction in greenhouse gas emissions by 2030.
