Myour topic so broad and it should be more specific. It is about perception but in what area you are looking for the perception. Normally you need to get the information from the literature review to come out with the questions for the FGD. From the literature you will know the gap in which you will find the relevant questions you should ask
Agreed this is a broad topic. Try to narrow down your primary research question prior to your focus group.
In general, Likert scales can be useful as part of your questionnaire, along with open text responses for which you can perform thematic analysis.
