For mapping of flood vulnerability you will need to include the chances an area gets flooded (e.g. from data on flooding frequency and height) and the effect (damage) of the flooding, which relates also to the resilience of the community (and/or the ecosystem).

At our faculty we have several staff woring on flooding, flooding risk and vulnerability, from remote sensing, GIS and also community based risk assessment. below are a few links to start with.

There are 3 issues required to be addressed in assessing vulnerability of a district or any other spatial unit of convenience. Firstly, magnitude of the flood event of a given severity category. Magnitude may be quantitatively assessed using parameters like depth of flood water, flood velocity, percentage of area under inundation, duration of inundation etc. Secondly, flood impact are generally assessed in terms of parameters like % of fully damaged houses, % of partially damaged affected, %of population affected, loss of life, loss of livestock,  loss of agricultural crops in monetary values, % of roads damaged etc. Finally, the probability of the occurrence of flood of a given severity. All these can be combined in to an index values of which can be determined at a sub-district level (may be a village). Thus spatial variability of vulneability to flooding can be mapped.
