I fail to understand what exactly do you mean by the "goals" of writing an article.
I mean, people pen down research/review articles on specific domains as per the research view is concerned.
When I write an article, my only aim is to spread the novel knowledge of the scientific concepts that I have learned or gained by an experimental setup.
The goaldog writing an article to give new information and give my opinion about specific subject maybe I want to discover something ambiguity or to give my aptitude about some cases.
People write articles to share their new ideas with the research community. Other goals include building up CVs/Résumé, for promotions at work, to increase chances of appointment/employment and so on...
