Look at the work of Chiam Weitzman who developed the technology for converting the molasses into a mixture of acetone, butanol and ethanol.  Here is a starting link... http://en.wikipedia.org/wiki/Chaim_Weizmann  However, this does not get rid of the cellulosic waste you are dealing with nor the vinasse.  I have attached a analysis put together by our engineers that shows the waste stream from the sugar mill is worth more than the sugar.  The diagram shows a combined technology to convert the waste stream into chemicals that can be used locally or sold on the international market.  Please feel free to contact me for more information.
