Let's first define indigenous knowledge as that which is particular to a culture or society. Its means of transmission from generation to generation is through spoken (oral) means. Experiential knowledge or "tacit knowledge" is different in the sense that it results from learning by doing instead of being handed down through oral tradition.
Therefore, while indigenous knowledge may be a springboard for generating "tacit knowledge," indigenous knowledge by itself is not necessarily innovative. Witness the controversy over whether traditional medicines are patentable. The strongest objection here is that, as longstanding means of treatment, they fail to meet the novelty criteria for patentability.
