In Italy we can distinguish different levels of challenges between primary schools, High Schools and Universities.

Primary Schools and similar usually make teacher trainings and evacuation drills with students.

Within Universities some Department, according to their specific scientific/technological purpose have integrate safety as part of their educational system (because compulsory since 2008, but scarcely applied). T

he other Departments usually avoid to talk about safety or, in some cases,  they use web based unprofessional educational e-learning platforms (outside the rules given by the Italian Ministry) just to give a certification (normally 4/8 hours we no relation to school safety).

At the moment the most part of schools (including universities) don't apply any learning credits to these kind of activities (just some Schools focused on safety management).

The Government doesn't pay for the specific training of teacher in this target (as well as for fire safety or first aid) and and the most part of schools have external expert just for documents and plans connected to the risk safety assessment, chosen year by year according to their low costs.

None is verifying the compulsory training of both workers and students and the problem is bigger and bigger when students have to do their apprenticeship (compulsory for both High Schools and University) without any certificate about safety...

Do you mean teaching about occupational health and safety or integrating occupational health and safety practices into the campus?  If the former, it will vary depending on the course of study.  English departments probably see no relevance while nursing already integrates it to a great extent.  The greatest obstacle is time in the curriculum.  At the K-12 level it is even more of a problem finding the time in the curriculum in an already over-crowded schedule.

If the latter, the biggest obstacle is budget.  Depending on the school there may or may not be at least one staff person solely devoted to occupational health and safety.  In an elementary school it is probably one of many responsibilities for an administrator or staff person who probably at most has had a workshop or two on the current regulations.  At a university although the responsibilities are assigned to at least one person full time, it is probably inadequate to fully fully integrate occupational health and safety into the campus.
