In Malaysia, teachers can be promoted to a non-administrative post through the Excellent Teacher scheme. This is similar to the Master Teacher Program in some other countries.
What do you mean by "non-administrative track"? To get promoted not working as a teacher.
In my country (Poland) there's a strict pathway of teachers' promotion. There are four ranks, whose names can be moreless translated as internship teacher, contract teacher, appointed teacher, certified teacher. Of course, having a (local equivalent of) bachelor degree is necessary. Possible academic career and degrees (no matter how excellent) don't change anything in this pathway.
In Malaysia, there is the Excellent Teacher (ET) scheme. Teachers who are exemplary in their teaching can be promoted via this track. Besides becoming an expert in their subject matter, ETs are teacher leaders who lead curriculum changes and facilitate other teachers through mentoring and professional development programmes.
