Both the materials are used for improved mechanical properties/strength/toughness. But mechanism as well as temperature for achieving improved properties are different. However, in general, requirement of Nb will be around 50% that of V in a particular grade. For example if for a particular grade V is .04/.05%, then it can be replaced by .02/.03% Nb. But because of different strengthening mechanism, beyond 0.05%V requirement for a particular grade , generally both the elements are to be considered during alloy design keeping in view the application as well as rolling mill load condition for a particular shop/plant
Nb and V, similar atomic radius with Fe
V - Fe - Nb is the order of atomic radius So, Solid solution strengthening mechanism involved,
you may also check for fine grain strengthening mechanism - because they do it in Al alloying.
Nb have higher atomic radius than Fe, will have size mismatch causes strain in lattice - so Nb will have more influence- this may be the reason for advantage of Nb over V.

One of the advantages of using FeNb rather then FeV isthe following:
-The price of the pure V (around US$ 1200.00/Kg)is much higher than Nb(from US$140-180/Kg). As aresults, the FeNb compound is much cheaper than FeV compound.
