I' m writing a paper on business innovation with the following problem statement:
Despite the considerable amount of time spent on previous research on the subject of business innovation and economic growth, literature is silent on the impact of innovation on food service enterprises and how it affects economic growth in a country. Thus, by way of assessment of the inadequacies of business innovative strategies this study examines the factors that constrain and influence the challenges faced by food service enterprises so that they can be able to economically survive in both the local and the international competition.

I think that your current reflection combines several interesting ideas. Yet, it looks way too broad for a research problem, which leads to a poor match between your research problem and title question.
From methodological perspective, there is a need to refine your research problem, aim, objectives, and, consequently, develop your specific research question.
I would recommend to review recently published practitioner papers about the food service in geographical area that you are interested in. It should not necessarily be a country. It could also be a specific area or even a city, because the demand structure, seasonality, and role of different categories of food services in local economy vary a lot across locations. Also, innovation may follow different strategies. Finally, the value chain in food service involves many elements (real estate development, food production technology, operations, management, marketing). It means that innovation may impact business areas that follow very different logics. For these reasons, it would be inappropriate to develop an argument about a direct causal relationship between food service innovation and economic growth on national level.
It would also be a good idea to review recent academic literature on entrepreneurship and innovation in services, including the Food and Beverage service (F&B). You can check out suggestions for further research for a specific type/category of food service in peer reviewed papers to make your research more relevant. It can also be a great source of examples and ideas for your research methodology.
Then, it will be possible to narrow down your research problem, develop your specific research question and formulate your working research title more precisely.

I'm not familiar with business innovation in the context of the food industry but look a recent articles on business model innovation.
