Have you tried plagiarism software detector such as Turnitin? As for a large group of people, what I did is, I just uploaded the soft copy of students' assignments in batches, and Turnitin did the rest of the detection work for me. IMO, I found this quite helpful. I returned all the plagiarised assignments to the students and asked them to either redo or accept their marks as it is.

Educate students on why cheating compromises their careers and degrees.

Lay down the law (in writing) and get students to sign contracts. Expect some students to still cheat.

Reward whistle-blowers with a smooth, swift, decisive process. Set up the processes, procedures, people and personnel for handling plagiarism, cheating etc. (You will need to employ one retired legal person full-time per 30 000 students just to handle the legal ramifications of the worst cases.)
