I faced with an issue which more than 43 percentage of development plans have never been implement or failed. It leads me to search more about the reasons and find an important step before planning which engage me to work on it. And so Design or develop a framework or model for health tourism sustainable development become my issue. Due to all explanation, I want to design my project and so need to know what I actually must do, Designing or Developing?, Framework or Model?
Great question. Multiple ones....but social and environmental transformation should be at our core in this age. I tend to lean towards trans-operative systems and multi-dimensional processes, because long-term well-being is a moving target (and often a contentious one). We do know that inequity and environmental degradation tend to be simultaneous, so our approaches should be in parity with problems-at-hand. There are some very good models engaging ecological resource system management in conjunction with participatory community development and place-making. These tend to also develop meaningful and directly connected dimensions for inhabitants. I hope this opens up more dialog here....

I tend to lean toward frameworks...Models and applications (methods and cases). Design and development are built into these... as well as analyzable conditions and standards for success.
