Such enhancement on Au surface has been observed for OER electrocatalysis on Co3O4 earlier also for which the high electronegativity of Au was attributed to rearrange the electronic structure of Co3O4 at its Fermi level which helped it to do OER at relatively lower overpotential than the one required when it was on GC surface.
Recently, we observed similar phenomenon for the OER electrocatalysis with NiFe LDH sheets when it is decorated with Pt NPs. (http://www.sciencedirect.com/science/article/pii/S2211285517303816)
This kind of enhancing behavior by Au and Pt is usually observed for OER only.
Then you may have to get insights on the catalyst-Au interface by measuring parameters like conductivity, Charge transfer ability, etc., in comparison with the ones measured in between catalyst-GCE interface.
The electrocatalytic activity of Au electrode is higher than GCE, but easy passivation or pollution, which resulted in loewr electrocatalytic activity.Hope you found this helpful.
