With a survey to ascertain where concerns lie, how strongly people feel, and then a questionnaire asking people to rate their feelings regarding various experiences and perceptions? A question might be about how in control of the situation these people feel (estimate 1 to 10 or some such); another might be how much confidence they have in the sincerity/ ability of authhorities. Here in Australia I am in touch with a lot of wildlife carers. There was, for a while, a move to get medical certificates saying that the carers were suffering stress related illnesses due to their loss of control and power over wildlife habitat and their experience of lack of support from authorities supposed to look after wildlife. Is that at all helpful?
I think that you need to define, what kind of conflict you want to evaluate. Because there are many types of conflicts and how Jane says, it´s multifactorial problem.
I have a research with Pecaries and farmers conflicts into a protected area. The pecaries eat corn crops and the farmers want to kill all animal`s! This is no possible to do, and we have to work with farmers and professional people that work in the natural protected area.
