As we know new fast charging stations are booming up around the world which will certainly enhance the EV penetration in distribution grids. But did any one of you have seen a system operator/utility implemented a infrastructure utilizing the battery charge (so called Vehicle to grid V2G).

Intention of your question is not clear. But if you intend to do a Battery to Grid, it is still possible and easy. We have DC to AC possible by using inverters. This is similar to Solar inverters, where DC is what Solar panels gives and they are connected to grid through inverters. If you are talking about Vehicle to Grid, we need not use Vehicle to Battery and then to grid, which will reduce the efficiency further(Once in each stage & hence twice in this case). Diesel generators are nothing but Diesel engines to AC voltage which can be connected to grid if the smoothness is obtained(remember because of diesel engine power cycle is there only in one stroke out of 4, we get a spike at this power stroke point, unless we have a good flywheel or essentially dynamic shock absorption or we have enough filters at the output with inductors to suppress the spikes). Vehicle to grid is easy, but not necessary for any specific purpose.

However in most recent power system planning research papers researchers intend to charge the EVs during low grid price hours (in a deregulated environment and say grid to vehicle (G2V)) and support the system operator through Vehicle to grid (V2G) when electricity prices are more!!
But here the battery life is a concern and infrastructure needed to envisage the proposed methods will be challenging. Thanks..!!!

Well, in excel energy has already study the application of vehicle to grid. In case of transferring PQ there are some methods of synchronization between grid and inverter in vehicle just like grid tied inverter in solar application or distributed generation application.
There are some systems available - I suppose I saw one recently with Alstom, where the renewable source power can be stored in such backup units during half peak hours and these units will supply back during peak hours. This is useful for renewable energies like wind and solar energy, where energy has to be utilized when available and gets wasted when it is not utilized or sufficient load is not there. Thus efficiency of the system can be improved. But the battery life is always an issue and needs replacement periodically based on the battery type, number of charging cycles used. Even our inverter backups work in similar fashion, where energy can be stored and retrieved when supply is not there, with only difference being it is not given back to grid. Also we don't have electrical vehicles everywhere. The normal diesel/petrol car batteries are too small to sufficiently store some energy and additional inverter option would be an additional heavy cost for a small return - not a good option.

One thing that I noted is each and every researcher is more concerned about battery life. Once we can make an advancement in battery life this will be a great hope in future power systems.

In Japan is a local DSO in cooperation with Nissan testing V2G/V2H applications (e.g. for emergency situations working as back-up).
