A vision statement ideally should be somewhat crowd-sourced and crowd-vetted to see what the public primarily and the stakeholders (politicians, suppliers, labor especially) seek. Is this for transit in particular or transport overall?
Several questions to consider (and prioritize):
- Assuming this is for transport overall, is the focus on vehicle throughput (reduce delay) or people and freight throughput?
- Which environmental concern is more acute, climate change or particulates (which trigger asthma)? If Climate Change, then electrification may be a response. If particulates, then Compressed Natural Gas will suffice. The vision should influence adopted strategies.
- Are your public health professionals involved in the process, to encourage walkability and cycling?
- Is Access to (sometimes exurban) Jobs a focus (both for low-income residents and employers)?

Will this vision statement lead to a structured analysis of funding submittals to include planning requirements and ranking priorities/methods?
Vision should lead to Mission, Strategies, Performance Indicators, and targets for those KPIs by (not too aspirational) fiscal years (assuming in a peaceful setting that doesn't draw away resources).
